Armstrong was private secretary to the Secretary of the Cabinet Sir Edward Bridges from 1943 to 1945. Between 1949 and 1953 he was principal private secretary to three successive Chancellors of the Exchequer: Sir Staf Cripps, Hugh Gaitskell and R.A.Butler. In 1962 he became Permanent Secretary to the Treasury, and in 1968 he became Head of the Home Civil . Due to his influence in Edward Heath's government he was dubbed 'The Deputy Prime Minister'.
